Why Compliance Matters for Electronic Pet Products

FCC Certification: Requirements for the US Market
The Federal Communications Commission (FCC) regulates any electronic device that intentionally or unintentionally emits radio frequency (RF) energy. For pet products, this applies to:
- WiFi-enabled automatic pet feeders (intentional radiators — require FCC Part 15 Subpart C)
- Bluetooth-connected pet devices (intentional radiators)
- Any electronic device with a clock frequency above 9 kHz (unintentional radiators — FCC Part 15 Subpart B)
FCC certification requires testing at an accredited laboratory (A2LA or NVLAP accredited) and, for intentional radiators, submission through the FCC's electronic filing system. The certification authorizes the device to be sold in the US and must be documented with a valid FCC ID displayed on the product.

- Radio Equipment Directive (RED) 2014/53/EU — for WiFi, Bluetooth, and other wireless devices
- Low Voltage Directive (LVD) 2014/35/EU — for mains-powered or battery-powered devices above 50V AC
- EMC Directive 2014/30/EU — for electromagnetic compatibility
- RoHS Directive 2011/65/EU — restriction of hazardous substances (covered separately below)
CE marking is a manufacturer's self-declaration, but it must be backed by valid test reports from an accredited laboratory (TÜV, SGS, Bureau Veritas, or equivalent) and a complete Technical File. Affixing a CE mark without proper documentation is illegal and creates significant liability.

- Cadmium (Cd) — maximum 0.01%
- Hexavalent chromium (Cr6+) — maximum 0.1%
- Polybrominated biphenyls (PBB) — maximum 0.1%
- Polybrominated diphenyl ethers (PBDE) — maximum 0.1%
- DEHP, BBP, DBP, DIBP (phthalates) — maximum 0.1% each

Note: The US does not have a federal equivalent to RoHS, but California's Proposition 65 imposes similar restrictions and applies to products sold in California, effectively making it a national standard for most US e-commerce sellers.

Common Compliance Mistakes to Avoid
The most frequent compliance errors we see from importers:
- Accepting a supplier's verbal assurance without documentation. Always request and verify actual test certificates from accredited laboratories, not just a supplier's "compliance declaration."
- Assuming that FCC covers EU requirements. FCC and CE are separate frameworks with different requirements. A product can be FCC-certified but not CE-compliant, and vice versa.
- Ignoring country-specific additional requirements. The UK post-Brexit now requires UKCA marking instead of CE. Australia requires RCM marking. Always verify the specific requirements for each target market.
- Not updating certifications after product changes. If you modify firmware, change components, or alter the antenna design, existing certifications may no longer be valid.
- Missing the FCC labeling requirements. Products sold in the US must display the FCC ID on the product itself (not just packaging). This must be confirmed before production.
